No hook prompt in armory for brisbane

Help
There is no hook prompt for the Brisbane in the bottom of the armory. The first time I found the prompt and was able to attach the Brisbane and use the pully system to take up the Brisbane. I put it by the rocks in the stairwell and exploded it but the rocks are still there. Went to repeat and no prompt for the hook. Please help, I don’t want to start over. I did attempt to go back to a saved game but it did not work.
