Guards behavior

Rat guards at the beginning of the game (down in the dungeon) sometimes stop patrolling making it impossible to sneak around or to knock them unconscious without being seen... Is this a bug or Is it intentional?

Also, congratulations on full release by the way, loving the game so far (PS4 Pro here).

Edit: After the last update (1.03) everything seems in order, guards are back to their usual behavior patterns. No problems so far.

Im just starting to read up about DR - so Im sorry if my question seems silly - why do the guards have to be right outside their cells?
