Can't choose safe port of call with Tam and Farrow

Hello 
Are there are requirements for being able to actually choose a safe port of call when talking to Tam and Farrow? Any side missions (e.g. with the Commander perhaps?) that I need to have finished first?
Thing is, I have the ship's itinerary from the harbourmaster, Tam and Farrow are only waiting for me to choose a safe port of call.
In the dialogue I had a list of several options, and upon choosing Gadwell, the appropriate reply wouldn't trigger. Tam just went "Well?" and the conversation basically stopped.
Now when I talk to them again, I can only say goodbye, that's the only dialogue option. Can't progress at this point.
Is this a bug perhaps? I tried loading previous save files, but I hadn't saved that far back before that conversation with Tam and Farrow.
