Locking FPS causes game to stutter.

Something i notice was i tried locking frames at 60fps and 120fps and the game would stutter to handle at it being locked, but unlocking the fps fixes the issue could be my system but not sure if anyone else has had this problem game overall looks beautiful when frames are not locked.
